That's our kick-ass handsome Producer, Jordan Hall, and you've seen him a lot more often than that!
I believe he's the one walking in the background in the distance in Ken's opening scene at Capcom Headquarters.
He's also the security supervisor admonishing Balrog to get back to work.
He's also the Hadouken martial arts student in Ryu/Honda's cheesy Hadouken commercial.
He's a wonderful, wonderful man and I'm always impressed by the sheer volume of details that both he and Jen Dunlap have to keep under constant control. Even when surprises get thrown their way, they just take them in stride and never seem to crack under the pressure (of course, they are exactly the kind of people whom we read about in the news AFTER their bloody rampages, LOL)!
AND he's the janitor holding the broom in the elevator with Dhalsim and Zangief in this forthcoming scene:
