So far, how Lord Bison wound up in a wheelchair hasn't been answered (even I don't know), nor has an explanation yet been provided as to how he's alive again in the first place (he was killed by Akuma, remember?)!
Of course, M. Bison has been dead before so I'm sure that he and the Angel of Death are on a first name basis by now! The first time he returned was through an experiment to create a female fighter who would embody his life force but, just like Adam and Barnabas in "Dark Shadows", both bodies survived, each carrying a separate aspect of Bison's life essence, the more evil going to the general and the more virtuous manifesting itself in the woman who would be called Cammy White!
Actor Luis de Amechazurra plays M. Bison wonderfully as a cantankerous hothead with a disturbingly casual outlook on his murderous past. Off the set, Luis is a soft spoken and fascinating man with a vast history to share.

It was in the script for the Dry Cleaners fight scene in Episode 4:
"Bison HEAD-BUTTS Chun Li, stunning her. Then, his wheelchair bolts toward her as a blazing BLUE FLAME--pinning her up against the wall."
Why it was dropped I'm not sure but it may have had to do with scheduling problems and an already overtaxed special effects department at the time.
Sounds like another interrogation session is in order for El Director!

Just reading the direction (or whatever you call it) made me burst out laughing!  I can picture Bison and his wheelchair blazing forward. It's a really silly mental image!  It's too bad it never made it into Episode 4.  It would have jazzed it up big-time.  I hope to see Bison in action in the remaining episodes.

According to the story, Bison (in wheelchair) really shouldn't have psycho powers. By the Street Fighter Alpha 3 generation, his body was purportedly degrading because it could not handle that much psycho power. This is why him being a crippled old man in a wheelchair made sense to me, because I assumed the overdose of power took its toll on his body.

Ah, now THAT makes a great deal of sense! Could that problem have had something to do with the satellite amplified Psycho Power overload that destroyed him at the end of SF2Alpha as a result of the destruction of the Psycho Drive?
